Can I plug this in and use it while plugged in?

Yes. This recorder supports recording while charging. You can use any external USB power source (wall charger, car charger, power pack, computer, etc).
Can I put the recorder under a car seat or between the seats?

Placement will highly depend on the vehicle itself. Normally we do not recommend under the seats as you might get undesired sounds on your recording from when the car drives. In between the seats, seat pockets, under dashboard, and similar places are great options.
pardon me the expression but can I place this in my bra???

It is possible that you can place the device there if you'd like, however there is a small chance that it might not be as clear as you wish. I'd recommend putting it on the outer pocket or of a purse, a cardigan pocket, or even hold it for the best sound quality.
